bad blood and labor camps

suggestion: let the odds for producing money/ supplies be calculated for
each labor camp in the base.

=> would lead to a constant flow of cash that would still depend on the
amount of bad blood.

    as it is right now, money produced by labor camps is highly unpredictable
    (at least when bad blood is low).
    So besides some ideas that bind the odds of rioting to, say, troops or HG
    present my idea of calculating the
    odds of rioting for each labor camp in the base would lead to a more
    constant flow of mc/ supplies.
