as it is right now, money produced by labor camps is highly unpredictable
(at least when bad blood is low).
So besides some ideas that bind the odds of rioting to, say, troops or HG
present my idea of calculating the
odds of rioting for each labor camp in the base would lead to a more
constant flow of mc/ supplies.
