What should i do with these processors?. (pictures included)

This is a gateway P7811 Fx Laptop with an nvidia 9800m gts integrated graphics card and a intel core 2 duo 2.2 ghz
I took my laptop apart cause i got so tired of trying to find some place to fix it and i knew if i sent it in somewhere they would charge a huge amount of money. Ive had this laptop for about 3 years and it has been through ALOT. Games that the laptop couldnt handle cause it wasnt properly cooled and i lived in a small apartment at the time so the heat would build up. About 2 years in whenever i would try to play a 3d game on medium to high settings my display would shut off but the laptop still had power so every time this happened i was forced to do a hard restart. It just kept getting worse and got to the point were i couldnt play any 3d games at all. So i took matters into my own hands and disassembled it, this is what i found.

I assume a reapply of some thermal paste would fix the problem, or did they get fried past the point of no return?
The parts should still be ok right?

Some 99% alcohol to remove the crappy TMU and apply some Artic silver 5 and it should be good.

Its very hard to fry a CPU or GPU these days due to technologies that limit them heat wise.
