Best build for 400 dollars

Consider this a challenge.
What is the best thing I could possibly build with such a small budget?
ALL we need it is to run old games like Counterstrike, day of defeat, team fortress, half life 2 maybe? That's all this person really plays on pc additively.

So suggestions please, I don't know anything about lower end parts at all.
