GA-P35-DS3R World of Warcraft Setup

I currently have a the following CPU/Video card setup:

Intel Core 2 Duo E4500 2.2 Ghz
ATI Radeon X1950

I also have 4GB of RAM. I haven't played WoW for about 4 years, but back then this was a fairly high-end setup. I've just started playing again and am getting very low (7-20) FPS.

From what I've read, WoW is more CPU and RAM intensive than GPU intensive. Will upgrading to another processor such as the E8400 get me to where I need to be or will I need a video card upgrade as well?

I'm not looking for over-the-top performance.. just playable.
