It has to do with CCC and netframework, here is one solution
1) uninstall ALL ati software including drivers
2) uninstall all .net programs in Programs and Features
3) re-install .net framework
4) re-install ati CCC

Thanks for the clear instructions! I have a client that is experiencing this issue on an older system right now, so I have provided him with the two related threads in these discussion Forums. I will post again if they are attempted and what the results were!

Specific error message:
'Could not load the file or assembly 'MOM.Implementation, Version=2.0.3693.42531, Culture=neutral, PublicKeyToken=90ba9c70f846762e' or one of its dependencies. The system could not find the file specified.' [OK]

I found the fix... I am surprised that NOBODY has figured this out yet, but here we go.

Steps to fix CCC from not opening:

1) Go to C:\windows\Assembly
2) Right click on each listing that starts with either ACE, CCC, or MOM and select uninstall.
3) Relaunch CCC (Catalyst Control Center)

Done.

Yes it's that flippin easy.
