ASUS P8H61-M LE/CSM LGA1155 with cooler master v8 question

I have a ASUS P8H61-M LE/CSM LGA1155 with a cooler master v8 heatsink and my heatsink will not stop running loud even when my cores are all showing they are at 30 degrees celsius. Can someone please walk me through how to make it not loud i cannot seem to find the setting in bios. Thank you!

I also tried to download AI suite and lower fan control through that and its still loud even when i disable it i cant figure this out. wont work in bios either.
