Just simmed:

A ship with a attack ON in its attack plan triggers a space combat when
meeting hostile wings and ships.
A wing triggers a space combat although attack is OFF in its attack plan.
Here only the attack switch in the ally menu counts.

But the right UCF of the other side as FC prevents triggering a space
combat. Example:

player 1, object 1, FC1,UCF1
player 2, object 2, FC2, UFC2
Both set each other as enemy in the ally menue that means they set attack to
ON for each other.

object1 meets object2
If FC2=UFC1 and FC1=UFC2 then no combat occurs.

If the objects are both ships then one can suppress the combat triggering
also by setting the attack plan to "normal"
But if one of them is a wing then its player's UFC is needed on the other
side.

Hope it's correct and helps (this is what I have just observed in a sim).
