Breadboarding question

I've got a computer with a K8Upgrade V800 motherboard and I don't know who built it, or how old it is. But if I remember right the people my dad bought it off of said it worked but had problems. I don't know the extent of their problems but when I plugged it in I never could get it to even post, beep or anything. Pulling everything out and just plugging in power to CPU, mobo and speaker and power button the PSU fan spins and case/CPU fan spins. Still no beep.

I'm wondering if there is a short.

Would it be ok to breadboard the mobo on an anti static mat?
