I bought 2 gtx 460 and i'm some what disappointed in them, they aren't preforming as amazing as i heard

My rig is
Intel Core 2 Quad Q8400 OC to 3.06GHZ,
4 GB DDR2 800MHZ,
Asus P5N-D Mobo,
Zotac GTX 460 1GB SLI 800/1600/3200,
Antec TP-650W,
Seagate Barracuda 1TB
HPw1907 19 Inch 1440X900

I'm getting All on max

BC2 around 42-80FPS

Mafia II around 35-70Fps

Heaven Benchmark 1440 by 900 4x aa 1500 Score 8 x af everything esle default

At that resolution it is definitely your CPU that is the bottleneck (you would probably get close to the same with a single card). Higher overclock would reduce it but the best thing would be getting a 1080P monitor so you can harvest the power of your SLI setup.

^+1, He is getting a little better than one, my hd6850 got 35-60 FPS, so he has a little FPS gain though.

Rolli is correct i had the q8400 with two 460's before and it does bottom neck it. It does help if you can get up to 3.2 or higher.

100% right rolli
i suggest that you either overclock (and get cooling) to squeeze out some performance or get a new cpu, your power supply permits
