There are a couple things here dangler, your motherboard could have some type of short in it that only causes a problem with higher wattage (least likely) or there is a surge or some kind of manufacture defect even though it is a new PSU that is causing power problems. What type of PSU is it?

@dangler23 has the model that failed HardOCP's test review.

The Cooler Master GX Series RS-650-ACAA-E3 is a recently discontinued model. Cooler Master is just trying to clear out the remaining stock in the distribution channel.

Its replacement model is the RS-650-ACAA-D3 made by Enhance Electronics. This model has better DC Output quality and higher efficiency and is actually able to deliver more than its labelled power output.

PC Power & Cooling remains among the elite as well however they are more expensive, but in all honesty if you want to have good video performance and allow room for further upgrades like possibly SLI/Crossfire then the investment may be worth it

I'm not a PC Power & Cooling fanboy. I had to get my Silencer 750 EPS12V RMA'd two days ago when it completely died. The PSU died when the PC was turned on and just sitting idle.

PC Power & Cooling's reputation for quality has declined ever since OCZ bought them up in 2007. You can see the influence of OCZ rearing its ugly head in cost cutting by telling Seasonic to use cheap OST RLX and RLS series capacitors instead of the higher quality Japanese capacitors. That's the major reason I don't recommend them anymore.
