Ideally you need access to the neighbour's router. You are using it with permission aren't you (or is that car with the blue lights in your street for some other reason) ?

Sounds like a wireless mode issue.

Alternatively, have a look at Internet Connection Sharing (ICS) in Windows Help. What it doesn't mention is you connect the two computers by a crossover version of an ethernet cable and turn off the Firewall on both while setting up.

Presumably it's a USB wifi card. You have the right driver ? Does the card detect the router's wireless signal when in the desktop ? Have you applied the wireless security passphrase (if any) ?

Check TCP/IP Properties.

Start, Connect To, Connection, Properties, Scroll Down TCP/IP and highlight, click Properties and check that Obtain DNS and IP address automatically are enabled.

Incidentally if the laptop has a spare USB socket or a PCMCIA slot, it's possible to add an ethernet socket to it and use ICS.

You haven't commented on whether you are using the neighbour's wifi without his permission -- in most jurisdictions that's an offence.
