D bay to USB adapter

Hello,
Can the D-Bay from a Dell Latitude be plugged into a regular USB 2.0
port to allow me to use the DVD+RW drive on another system? Is there
any sort of adapter/inline power supply that would allow this?

I don't think this can be done on a non-Dell Latitude laptop because the weird-looking pins above the USB-looking pins connect to something on the motherboard, see pictures linked here: http://digilander.libero.it/electrons/PD01S.html
