Some quick suggestions, RAM is just 40$ now, no need to go more expensive if your on a "tight budget"

What about unlocking and OCing 6950? Or is that just a lot of extra work and risk for little payoff versus the 560 Ti?

I was hoping to get more than what I needed so that I could use my PSU for my next build. Is the corsair 850 inferior somehow?
 
560 Ti runs a lot cooler and a lot quieter than the 6950. That is why I suggest it. The 6950 unlocking puts it @ 6970 performance, but the 560 Ti @ 570 performance runs quiet and cool which I would take over a tiny bit more performance.

As for the PSU, if a 750 XFX can supply power to SLI 560 Ti's and an overclocked 2500K. Why would you need to spend 30$ more on a power supply that is rated worse (80+ instead of 80+ silver) and not modular. Also if you REALLY REALLY wanted 850 watts. Here is a cheaper and better PSU for the job.
