Motherboard problem after surge?

So I had a power surge and now my computer will not boot.
Half the time, the lights and fan turn on for maybe.. 1second/half a second, and then shuts down again.
The other half of the time, no response.

Would I have to get another motherboard or another PSU?

Any help would be great!

Here are my specs:

Mobo: Asus P8Z68-V LX Intel Z68
CPU: Intel i5-2500k@3.3
GPU: EVGA Nvidia GTX 570 SC
PSU: Corsair GS700
RAM: Kingston HyperX 2x4gb 1600

Also, what are the chances of the other parts going bad as well? Thanks again

Put monitor connector in the onboard video port and see if it will boot. If not, try removing the video card and see if that changes anything. (1 thing at a time). Try RAM 1 stick at a time, in all slots if necessary, then the next one. Is the CPU fan running? It should run full speed when trying to boot. If you get the same result of lights and fan immediately shutting down, I'd suspect the PSU. I hear that's a good PSU but if you have ruled out other components it's either that or the MB.
