CPU Problem.

Hello there, i have this PC for quite 4-5 months, but im not very happy with it. I have Win7 installed, Nvidia GTS 250, 3 Giga RAM, and Dual Core Proc. 2.666!
Well i think i might have a huge problem with it, because every game i play, it aint working as it should...i mean i have all the requests on playing it on good quality resolution but it aint working good.For example the game "World of Tanks", an online game wich doesnt require too much works at 20-30 FPS, wich is unplayable...Here are the requirments of the game just to see..

Controls : Keyboard & Mouse
Installation : DVD-ROM Drive
Network : 256 Kbps Broadband Internet Connection for Multiplayer

So i dont know wich may be the problem... :(  im very sad i cant play anything in good quality.. I also admit i have an old Motherboard. I wish for help my friends. I also left a picture so you can see My PC!.Thank you and please help

Two things your Pentium D dual core is not a strong CPU and is holding back your GPU!
Low frames playing online can just as easy be network lag!

i can guarantee its not from the internet... i have very good connection.It's not only this game, but mostly of the newer games wich the PC should run with no problems

yea but more than often i gotta clean my pc, coz when i play the PC freezes because of the CPU temperature i guess... I should change it all lol
