System won't boot - fans run

My old PC (custom built by an expert and running XP Prof) hadn't been used for some months and when I tried to use it again it wouldn't boot. Nothing seems to happen except the fans run and the HDD LED indicates. When I say nothing happens - no beep, no power light, blank monitor (no signal message disappears when connected to PC).
I found your site's "System won't boot" and "no video output" checklist which I went through in detail and the one single thing out of order was the grey wire did not change from zero when the PSU is turned on with the case switch.
I guess this means a new PSU is required despite correct power to all other outlets?

Which wire is the grey wire? (like, what's it supposed to be carrying?)

It should go from 0 to +5 volts when I turn the PSU on with the case switch. CPU needs this signal to boot.

Gotcha. Yeah, it sounds like you need to replace the PSU.
