We (the creators) generally email it to folk who ask. The reason for
this is, it is still in flux - and it's about to change again (last
time was about 5 months ago). Because we made the racepack ourselves,
we have a luxury other 3rd party race developers did not have: as many
revisions as we want. This is good because it means we can get the race
well balanced before full release. But there is a downside - the
possibility of out-of-step versions floating around. By keeping a list
of the people who we already mailed it to, we can notify EVERYONE who
has old copies so there are no version clashes.
We go through spurts of activity on it, doing test games, simulations,
discussing it, tuning it for balance. This has resulted in 6 releases
so far, not including minor ones we didn't release. Also we have, on a
couple of occasions, wheedled Tim into tweaking Host slightly to add
special powers for it... alas, not yet the major ones which require
Lots Of Major Code Work. (Spindizzies, Chup Mercenaries, Grinding Up
Natives And Prisoners For Food.)
I have a feeling that the forthcoming racepack iteration will be the
final major revision.

I think the point of the e-mail rather than a link was that they wanted
a list of everyone that had the race pack so that they could get word
to everyone when updates were available.
