Minidump read/possible power supply failure

Hi, can anyone tell me how to attach minidumps to be read. I believe my power supply is causing my PC to shut down (I have no clicking from the hard drive, the motherboard, ram and cpu are new and it even shuts down when the gpu is at 43 degrees - turned the fan on manual and high on my evga 9800 gtx+

the 3.3V is as low as 2.75 so I think the power supply is the problem. Also it is connected via a single 6 pin directly from the power supply instead of the dual connectors connected to the motherboard cause this makes the system more stable.

What is your budget for a new power supply? I recommend antec, corsair, seasonic, or enermax.
