Radeon HD 4650 not recognized

I had some problems with my PC so i deleted my drivers and now the graphics card is not recognized.(Radeon HD 4650)
now matter how many times i try to install the ATI Catalyst the computer isnt detecting the card,I dont have that little ATI icon in the bottom near the clock.
I have tried physically removing my card and installing it back but it still wont work.
Im in a desperate need of help,any advice would be appreciated.

I can use my pc normally exept for games,if thats what you mean.

Then you are only having Issue installing the drivers. In device manager you should then have a yellow mark on display adapter. Selecting update drivers from there and give a path to the downloaded drivers usually works.

still nothing.
also,I noticed a few weird things,when i right-click the desktop i have a catalyst control manager option but it does nothing.
also,in the Task Manager,when i click processes,i can see 2 tasks called "ati2evxx"
