Can a burnt c p u fan make a computer not work ?

Hello,please,I'll like to know if a burnt c.p.u fan can make a computer not to start.

Yes.
There are a few scenarios. If the fan is not spinning, depending on the bios, it may not start but if it does it will not run long at all.
If the fan is shorted and the fan connected to the motherbd it may have damaged the motherbd. Then again the PSU may have had an issue and damaged the fan and or other components.

Depends on why the fan is "burnt". If it is burnt out, then it may not be cooling the CPU - an uncooled CPU will not run very long. If it was burnt due to external factors, those same factors may have damaged the rest of the machine, too.

You should definitely replace the burnt fan, if you can. Some coolers have fixed fans, so you have to replace the cooler / fan together.
