Hello,
is this fan supposed to shut off and come back on

Its a 4 pin fan so its speed is set by the motherboard. If you have it set in the bios to autmatically adjust the fan speed then yes, it could shut it off if the right conditions are met. You could set it in the bios to always on and if it shuts off.. well then you know you have an issue.
