Can a HD 6950 Fit in a CM Storm Scout?
I Dont want to buy a HD 6870 Because i want somthing neither in between of 6870 and 6950

Unsure, might be worth a shot. On a recent build, fit a gtx570 into a cm gladiator 600 if that helps. But it barely fit.

Not sure why a different card in a different case really has any bearing on your question.

I did not actually install the card in my Scout case, but had a 6970 card in hand (same size as the 6950) to see if it would fit. It looked like I could get it in if I took maybe a quarter inch notch out of one side of the hard drive cage.

You might also be able to stick the back end of the card inside the cage and angle it into the PCIe slot, which would obviously be the first approach to take.

Btw, i dont want to remove my HDD Cage because i dont know where to put my Hard Drives then

They do make a bracket to make a 3.5 inch drive fit in a 5.25 inch bay. Might be the easiest way.

Probably not, my hon game started, gonna keep this short, MSI's 6950 won't fit, see if you can find a shorter card.

BTW.
I Can get the GTX 470 If the 6950 if slower, or even the 570, but im not sure if those two will fit :S
