It's very unlikely that you would have one core working and the other not.

You could start by bring up Windows Task Manager and see that both cores are running while you run a few programs - the Performance pane will show the load on each core simply. If you see two graphs (or four, if the cores are hyperthreaded) then I wouldn't worry. If you see just one graph, then go looking for the setting which disables one core.
