Hi there!
I need your input:
Is there a digital camera that can shoot 24 frames per second (or
more) in at least 1 megapixel resolution? Output could be on memory or
over firewire/usb.
I need it to shoot video in high resolution, but can't afford a real
24p solution... ;-) (Sort of the DIY way of HD film :-) )
Is there such a device? Can some device be modified to perform this?
Any ideas??

Well, the Canon EOS-1D MkII can shoot up to 8.5 fps for up to 40 frames.
They claim it's the world's fastest.

It won't work. Video cameras keep the shutter open for the full
duration of the frame. In a perfect system, there is no time the
shutter isn't effectively open, and there is no temporal gap between
one frame ending and the next frame starting.
Even if you could get a digital camera to go that fast (which today,
you can't), and even if you fixed it's shutter speed to 1/24th sec,
there would always be a time gap where the shutter is closed, and the
camera is reading the sensor (resulting in less than 24fps). This
would give you shuddery motion (similar to the high-speed cameras they
use for sports today).

How would that be useful to him? In still mode, it won't shoot anything
close to 24 FPS. In video mode, the output is standard 704x480 NTSC DVI
video, 640x480 once converted to square pixels. Neither comes close to
what he wants.
I'm afraid that the only cameras that shoot megapixel images at 24 FPS
are ones designed specifically for that: HD video cameras, and some
special high-speed industrial cameras that can only shoot short bursts
but at even higher speeds.
The cheapest solution might be to buy or rent a film camera, shoot film
at 24 FPS, and get the film scanned at HD resolution.
