Asus M479T Deluxe powering back on with no display

Hello,

Having a problem with a new build. After entering the Bios and adjusting the settings like the time, date, etc., the PC will shutdown and then power back on automatically but with no display. My monitor goes into power-saving mode and stays that way. I check the CPU fans and I notice that it's spinning slower. It spins faster when I first boot up and go into the bios.

So I clear the CMOS and enter the bios again. I save the settings and exit and it shuts down again and powers back on again with no display. The CPU fan spins slower also. I can't seem to figure it out.

AMD Phenom X4 955
Asus M479T Deluxe
Patriot 4 gigs 1333mhz
WD Raptor X 150 (Windows Vista 64 already installed)
Seasonic 650 watt
ATI Radeon 4890 XFX
