Hd radeon 4650 driver problem

I bought an XFX radeon 4650 agp for my Windows XP machine, and when I try to install the driver that came in the box, but an error came up and said "ATI Radeon HD 4600 series has not passed Windows Logo testing to verify its compatibility with Windows XP". Would I have to install Windows 7 to fix the problem?

Dont use the driver that came in the box, use the drivers off of the internet.

Well I cannot get agp drivers off of the ATI site, and I cant find the drivers anywhere.
