my ISP demands an upgrade of my internet account if I want to create a network.

but it's too expensive.

If I use a router, will it broadcast to my ISP that I have a 2nd IP address and thus get me in trouble?

If all they are concerned about is that you are using more IPs a router will fix that. I doubt most ISPs will take the effort to see what is behind your router.

No, most ISPs don't care what you're hooking up to their network. A router will work fine. Though, if you call in for tech support, there's a fair chance they'll tell you T/S.
