Win vista i5 4 gig ram cpu running at 100% all the time

i am running a i5 with 4 gig ram and i am allways running at 100% cpu i dont belive this is good i have stoped everything from starting up on bootup and no virus i dont understand my pc frooze for the first time and when i rebooted it jamed at bios screen help....
