I'm going to assume by "small" you mean a light-duty machine that's mostly going to be for personal or casual use.

If you just want to mess around or have a LAMP stack for development, you can install VirtualBox and create a server "guest" machine.

If you want/need a physical server, you can pretty much use anything built within the past 10 years. I built our first server on my kitchen floor using desktop hardware. I went to MicroCenter and bought what I could out of the "open box" discount pile, then the rest I bought new. It saw fairly heavy use for a 10 man team as a lamp/samba/ssh/email server. The actual system requirements for most Linux server spins are VERY small, what really dictates the hardware is mostly the scale of use it's going to see. If it's just a personal use machine mostly any piece of junk will do.
