I have an Asus pre-built w/ Win 7 Hm. Premium, e5400 2.7ghz, 6gigs of 800mhz ddr3, a 7200rpm 1tb drive and a 300w PSU. It also has a pci-e slot. Any ideas for a graphics card that would work for this config that would not bottleneck my CPU?
You'll most likely need to upgrade your power supply for any kind of an upgrade, unless you get a card that doesn't require a 6 pin power connector, which in that case probably won't be much of a video card in terms of performance.

I understand that. what I want to know is, given the stats listed on my pc, what card is the most powerful that wont bottleneck at the cpu level, regardless of PSU wattage as I will be changing it out. Also I cannot overclock my cpu as the bios is locked.
The bigger question, in terms of what is the best graphics card, should be more about your resolution. If you are playing modern games, and your CPU is able to manage playable FPS, the component that will determine your best card is the monitor.

My monitor is a 19" with a native res of 1366 x 768
