I purchased from newegg the following items;

My RAM is the OCZ REAPER 4GB (2X2GB) 1600 DDR3 240 PIN SDRAM (no longer on newegg or the ocz website)

Every so often my pc freezes on startup or while running I hear some sort of back feed noise as the screen freezes, also when I finally managed to get League of Legends downloaded it says I have a network cable unplugged I’ve tried multiple different cables and my laptop can still go wireless, all drivers are up to date and fresh off of a cd

First thing, you need to go to AMD.com and get the newest drivers for your video card. Next, check inside the pc and make sure that everything is plugged in. Is the graphics card fully inserted?

all drivers are up to date via cd's i have no internet access and i've copied all drivers from amd, ati onto a cd and placed it in my new pc from my laptop so all drivers are up to date and power is going to everything and fully insterted

I would do a memory test. try booting up on just one stick of RAM, and if it goes ok, try the other. It's possible you have a bad stick.

same issue both sticks, unfortunately
steam did say i have a corrupt stick so i tried that
how do i do a memory test when i cant get online?

Try that. You can copy it onto a cd from your laptop.
Also, how many screws did you use to mount the motherboard? you should only need 9, and in rare cases you can short the motherboard by putting in more.

about 4-5 im at work right now so i dont remember, but i didnt notice it was a micro mobo so it doesnt fully go over the whole case as i thought, orderd it at like 2 am when i was dead tired

go into the control panel/add remove. Uninstall the AMD drivers. Reboot. Do a custom or advanced install and opt NOT to install the sound drivers ( HDMI ). Just the CCC and the graphics driver.
