What is the best video card that would work with my computer?
Preferably doesn't use external power.

What´s your PSU?
A cheap and Low consumption gpu is:

You will be able to handle this gpu easily with any decent 350 W PSU, or maybe with a generic 450 W PSU.

Of course It would be a better option to buy a new PSU(if yours is a low quality one) for example:

for just 25 $ after rebate,
and then get a better gpu, for example one ATI 5770:

Anything better could be bottlenecked by your CPU.

One thing more only 2 GBs of RAM? , Buy 1 GB more, it should help you a lot while gaming.

I have had my eye on the Radeon HD 5670. Would this work well enough to play games like Assassins Creed 2..GTA IV..Fallout 3..etc?
Anybody have any suggestions for me?

Could you tell us the Amps in the 12V Rails of Your PSU ? ,
Or at least tell the brandname of your PSU?

For your resolution I would buy a 5770 and a new PSU.

Assassins Creed -> Will run on high
GTAIV ->a 5670 will run in Medium quality
Fallout 3 -> Very High quality in a 5670
