GPU power save

I noticed that when my GPU isn't using 3D it uses a type of AMD Cool n Quiet type app where it underclocks.Is their anyway i can turn it off?

Depending on the card, this depends on the driver. It's something you can toggle usually in the Nvida/ATI control panel's performance section. It's also driver controlled. I haven't touched the feature in years, and can't really promise it's even still available with modern drivers.
