Can't use my computer

Hello,
everytime I open my computer no startup screen appear but instead straigth to window program but can't open any of the program but hang. How can I fix this problem

Looks more like a software than hardware issue. Repair installation of windows. Start from CD, select install and when it discovers previous Win install select repair.
