7800 gs (256mb) LOW FPS need help please!

Hello, OK... here it goes.

I USED to have an Athlon 64 2.01 Ghz processor (single core)
Geforce6600 256mb gpu
2 GB Ram (2*1024mb)
socket 745 mtherboard.

the motherboard crapped out, so as an alternative,
Got the following.

amd 3800+ dual core 2.01 Ghz processor
Geforce7800 gs 256mb gpu
same ram
socket 939 k8n neo2 platinum(asus) mobo

power supply is 500W, (same for both systems), HD is the same, case is the same.

Here is the problem :

An online 3d game (similar to wow) I used to play on the OLD system
ran at about avge of 40 fps.

the new system, which is comparably better, starts off at around 70 fps
and whenether I go to a busy area (with other usuers) it drops to <10 fps,
pretty much like whatching a slideshow of jpg files , rather than a 3d rpg game.

for the people who want to know more about this problem ,
after about 30 min of running the application

new system temp : cpu :51 deg C gpu: 62 deg C
fan rev : 5 k , fan rev #2 : 5 k

and YES , I have properly installed the NEWEST nvidia drivers. mobo drivers.
even took it in a shop to see all hardware drivers were up to date and they gave me the good to go.

and as I was using the same harddrive, I formatted everything off it, re-installed windows 7 ultimate 64 bit ( OS for both old and newpc),

As far as I'm concerned, there seems to be nothing that I have done wrong, the mobo, processor and gpu are better than before yet I am getting very bad 'fps lag' spikes in game. any solutions?

ps. Please don't say update drivers, considering I paid people to do that for me who do that kinda stuff for a living :(.

Ok, new info to help you guyz,
got the latest diretx,

power supply was 500 w but giving 17 A on 12 V,
apprantly the gpu req. min 400 W , but 20 A on 12 V ,
So... spent more money on getting a psu that is now 620 W, 22 A on 12 V (Vantec 620)

STILL same problem, I guess it rules out psu then.

Oh forgot to mention, the current system used to be on an opteron 180, which was overheating alot and eventually crapped out, so I changed it to the athlon x2 3800.

@ lucuis : how do I see if the bios recognises the ram?

Oh and more info .

settings the same for both .

when the low fps 'lag period' was happening ,

I had a look at task manager and gpu-z at the same time by alt + tabbing,

task manager showed cpu usuage at only like 70 % , ram at about 60 %.

however, whenever I get the fps lag , gpu-z shows me that the gpu load is at 98%.

when the game is running fine (smoothly) , gpu-z shows that gpu load is only around 40 ~ 70 %. its when it hits over 90 the lag happens.

doesn't high gpu-load = good? seems to be the other case here..

OK, PEOPLE WITH THE SAME PROBLEM AS I DO , ITS SOVED.

amd +2 processors in a 939 mobo (nforce3) mobo has a problem of not being able to run agp cards properly if the OS is VISTA .

when ran in xp , it runs PERFECTLY without any problems.

however, through days of googling and forum searching,

some basic tips for people who want to improve fps during 3d aps :
1)
start-->mycomputer, rightclick properties--> advanced system settings-->advanced-->performance settings --> increase to performance mode + next tab, set cache to alot of space.
2) start--> run-->component services-->services(local)--> find nvidia driver help services --> rightclick properties--> turn off and disable

(2 only works if ur agp card is a geforce one)
