HPE580t w/i7-950 quad, (460 watt pwr. supply) to be used primarily w/Adobe Photoshop Elements 9 & Adobe Premiere Elements 9 for video and photo editing. No gaming. Which of the following graphics cards would be best?:
1GB Radeon HD 6450
2GB GeForce GT 420
2GB Radeon HD 6570
1.5GB GeForce GT 440
Also, is heat going to be a problem with the likes of the Radeon 6450 since it does not have a fan?

Any of those cards would work fine. I run full-blown Photoshop CS3 on an intel dual-core 5300 with a 512MB Radeon 5450. I think any of those cards you listed would work no problem. Premiere elements should run just fine on any of the cards you've listed. The requirements for video card on the adobe site states video card with latest updated drivers:

You have more than enough processing power. I recommend a minimum of 6GB RAM for the video tasks as well.
