5970 problem with drivers

my card 5970 have problem with 11.1 and 11.2 version of catalyst that the first gpu always working 99% and the second 0% when i end the game the the first gpu still remains 99% and the second 0% in windows i tried amd system monitor it also wrights like catalyst i reinstalled 10.12 and the problem solved !!
the problem is i don't want to remain on 10.12 because 11.2 had many new things so any solution ?
please help !!
