i have cooler master extreme power plus 500. is it good enough for amd phenom II x4 965 BE and galaxy gts 450.

Will my psu support the phenom II x4 965 BE with higher wattage. i have not finalised on mobo yet but it will be a budget one with basic overclocking abilities.

Yes your psu support it... But (actually 450W + Bad efficiency with labeled 500W, sorry about this)

it's not enough for overclocking 965BE + GTS450 (low power). You need minimum 500W pure/ true or above if you want upgrade GPU, sellect PSU from good performance like Seasonic, Corsair, XFX, Golden super flower etc depend your budget. Just my suggestion.

thank you for the reply, i will be upgrading to the better 750-800 watts psu soon but for no w need to spend on the cpu and mobo. hopefully will not face issue with the set up for a few months and yes i will not overclock until i get better psu.and any sugestions on a buget am3+ mobo.
