WEI went down when upgraded ram

Without knowing more specs about your system, I suspect you dropped the system from dual channel configuration to single channel configuration.
Or you installed a RAM module that is slower than the original modules...

Reply with all the specs of your system, including part numbers and we can assess better.

Looks like you only had one module in before and went to 2. The decrease could be due to difference in speed between the two RAM modules.

Can you also verify the memory part numbers?

If you don't want to open your case and dig those out, use a free/simple program called CPU-z. Once CPU-Z is opened, navigate to the SPD tab. You will see a dropdown box representing the 2 slots on your motherboard. The memory details will be in there. Please provide those for both slots (clarifying which is old and which is new)
Also, can you let us know what version of Windows you are using?

Slot 2 is VS1GB533D2 OLD 1 GB PEICE
Also i had 2 gb ram at first from 2 sticks of the one from slot 2

Ok, makes sense now, mostly with that last line above.
You went from dual channel to single channel and this is what you're seeing in WEI.
The simple thing would actually be to buy another 2GB of what you have in slot 1, RAM is cheap and that's easy.
But if that's not an option for you, for some reason, don't rely on WEI 100% to tell you its faster. WEI is right in a certain respect (raw data rate), but maybe not for you and your uses. The simplest and easiest way I can frame this is:
"Does the system feel faster to you now that you have 3GB installed?" If the answer is yes, then that's good enough.

WEI will run raw data rate, and dual channel is going to be a little bit faster than single channel (not double fast though). However, your usage may warrant having more than 2GB of RAM, therefore with 2GB your system was utilizing the HDD for virtual memory. @3GB you may have given your system enough to stop using virtual memory. Needing virtual memory vs not needing it has much more performance gain than Dual vs Single channel.

Again, if you can get a second stick of Slot 1, that's the ideal... ideal, not required. :)
