What causes the system to delay so much in booting or not booting at all

pls tell me how to rectify the slowing down of booting of windows xp

Probably a bad HDD.

Clear up your startup programs. Don't have any huge files in your desktop. I used to have around 6-8GB of files on my desktop, and my old XP will take awhile to start up. I suggest using CCleaner to clear up your files, and Defraggler to defragment your hard drive.
