So i walk into my local pc shop and buy what looks like an MSI GTX 570.

Inside is this

A 570 with a 480 cooler.

Result? A 570 with a max temp of 65 degrees.

Why would MSI have done this?

Vendors seek to distinguish themselves by offering more seed, better cooling, etc over the reference designs. Using a 480, which by definition would be called upon to remove more heat than a 570, provides greater cooling capability as well as reduced development and production costs.
