Hey guys,

After I got my 760, I used the MSI Control Center to OC it to 3.0ghz from 2.8ghz.

this was fine, untill I installed Win 7 64bit over my previous XP.

Now, when I run CPU-Z and Control center, its telling me the Core clock value is only 1229.9mhz with a multiplier of 9x

Why is this and how do I change it back?

I would start with the board bios. It's a more reliable way of overclocking. Increase your cpu fsb about 25% and be sure the ram isn't stressed; I set my ram speed lower before raising the cpu fsb so it will run in spec.
 
i think you will find its the power saving features kicking in--if you run something like superpi you should see the cpu speed go up--it slows the cpu down when it doesnt need to run it at full power--you can disable the power saving in bios and in windows power options in control panel if you want to
