Basically not sure which to go with. Is it better to have lower CAS or more memory overall?

I'm deciding between two different Corsair Vengeance packages:

16gb (4x4) @ 9-9-9-24

or

8gb (2x4) @ 7-8-8-24

The difference in price is only about $10 ($20 with the current discount). So is the 8gb-7CAS package that much better that it costs only $10 less than twice the memory at 9CAS?

Going with:

i5-3570k (Possibly, depending on price next week, if too high will go 2500k)
CM Hyper 212 EVO
AsRock Extreme3 Gen3 z68 (seeing as I can't find a valid reason to pay the price for a z77 yet)

Primarily for gaming. Will I see better performance with the 8gb 7 CAS or am I better off buying the 16gb 9 CAS? Also, any height issues with cooler and either of these modules?

I would go for more memory.

Intel CPU's are relatively insensitive to minor changes in RAM timing, and that is what you have here - a minor change in RAM timing.
