GPU #1 clock sawtooths in monitor off condition

O.k. I have two 5870's in X-fire. When the monitor(s) shuts off after 30 minutes

Clock
GPU#1 core clock "sawtooths" between 400-850Mhz
GPU#2 stays at 850Mhz.

Activity
GPU #1 cycles between 0-50% with the clock swings
GPU #2 stays at 0 until it is taxed by a game. (which is what is should be doing)

My computer does not sleep as it is on 24/7.

When the monitor is on however with no activity Both GPU's are at 0% load
GPU #1 clock stays at 400Mhz
GPU #2 is at 850Mhz.

This behavior makes no sense at all

On to the temps.
GPU #1 temps while the monitors are off are 50-54C
GPU #2 30-32C

GPU#1 while monitors are on
GPU#1 47-49C
GPU#2 30-32C


I am aware the top card will be hotter but 22C seems a little excessive.

I am using MSI afterburner for trending.

Interior case temps are 37C monitored with SpeedFan

Anybody got any ideas?
