Upgrade RAM and OS--would that help fps

I recently upgraded my 8800 gt 512mb to an GTX 460 SE 1 GB. I've seen somewhat of a performance improvement, but my friends think I would get better fps if I upgraded the OS and RAM.

I would need to upgrade from Windows XP to Windows 7 64 bit, and upgrade RAM from 2 gb to 6 gb.

Do you think that would help my fps in games, such as Rift, etc?

"Ugrading an OS" is a contradiction.

Win95 was 40% Slower than W4WGs .... nothing has changed since. Moving to a newer OS on the same hardware will be, without exception, slower than what you ad to start with.
