Incomplete RAM Shown by Windows

Hi All,
I have a Dell GX280 with latest BIOS (A08). It is fitted with 3.5GB RAM, with a P4 HT 3GHz Processor. The problem is that my Windows shows 3GB RAM (2.99GB to be exact) instead of 3.5GB. I am using Windows XP x64 Edition so technically it should show 3.5GB, why isn't that so?
All my RAMs are OK check it one by one already, and the BIOS too shows 3.5GB.

I think some RAM is reserved for whatever hardware or OS purposes. That's why it doesn't show

is there a way to release that ram?? i have a 128MB graphic chip (internal, that is) so still 0.4 is lost some where... how can i gain it back?

I doubt it. It's reserved to keep the computer working as it should
