Problem with computer not starting up

i have had lots of problem with GT5228 where i have to restart on surge breaker shuts off and it will take days for computer come back on. well i tryed something where i kept unplugging power button off the mother board and computer will turn on with out power button plugged into the mother board , does anyone know this probably and what should i fix

- first check PSU
- Clear Cmos
- Check connection / cable from PSU to motherboard
- Clean RAM and try in other slot
