A program like MemTurbo might work.

I disagree. No program can help you. Upgrade to Win2000 or WinXP, they have unlimited resources or close up some of the programs running in the background.

AMD technology + Intel technology = Intel/AMD Pentathlon IV; the ULTIMATE PC processor

Low resources (in 9x) are usually a result of windows loading multiple apps on startup. If you hit ctrl+alt+del and only see Explorer and 3-4 other items, this isn't the problem. Sometimes stuff runs in the background that isn't apparent until you hit ctrl+alt+del. Try checking your system resources from a fresh boot with nothing running but explorer, and then start your normal apps one by one to see what is hogging resources. If the resources are low already after a fresh boot, such as below about 85%, check to see what is running on the background.
