CPU is more important for video editing. For simple editing, you do not to max out on your CPU, but the more the better.

Almost any HD graphics card will suffice - you can pick up a good one for less than $75 in the US market.

AMD vision is the marketing program to sell AMD products.

An SSD also helps for file handling.

Ok thanks man, so one more question if i'll go for AMD Build, will Athlon II X4 do the job or do i need Phenom II X4, or should i go for the Core I3 for my budget... and for the vga, should i go for something like HD 5670 or there's a better Geforce Solution?!

Is your budget that tight? If you can afford it, I would recommend the i5-2500k. Otherwise, you could go with as little as an Athlon X3 - Newegg is selling them for $80, and there is a very good chance you can unlock the 4th core. AMD vision was recommending Athlon X2 for introductory video editing, but I would shy away from something that weak.

Here is another really good option if you live near a MicroCenter: They sell the cheapest CPU's and have a very good deal on AMD CPU/Motherboard combinations.

Yes, I was thinking of the HD Radeon 5670 when mentioning $75. If you are cash strapped, you could even go with a lot less video card like the HD 5450 for under $40. I run two monitors of of one of those just fine. AMD seems to be fairly dominant in this segment.

The CPU should be your first concern. And for casual video editing I wouldn't recommend anything lower than a Phenom II CPU , and a 7200 rpm HDD.
As for the VGA, any 512 MB VGA will serve the purpose.

Ok, so for final decision....should i go with the Athlon II X4 935 and A VGA like HD 5570, or the Phenom II X4 955 with the built-in HD 4200 for Budget issues!!!!!!

You mean Athlon II X4 635

anyway if you are that tight on budget you can get:
Phenom II x4 840 3.2GHz (~110$)
GIGABYTE GV-R545OC-512 Radeon HD 5450 (Cedar) 512MB 64-bit DDR3 (not DDR2 version). (~40$)
