Motherboard making my fan go at 4000 + RPM

Hey Guys!
So I bought a new motherboard and graphics card and psu for my computer a while back maybe 2- 4 months ago and my fan ever since I put my motherboard in has been going at a crazy speed that can literally be heard from downstairs in my house! The motherboard I got was an ASRock N68C- S UCC please help its driving me crazy!

You can adjust fan speed in BIOS. Most motherboards have profiles like "Performance" or "Quiet". Try another profile.

That did not work its still going extremely fast
